Property Control is responsible for the administration of the provisions of the State of Illinois Property Control Act, especially as it relates to items of equipment.
General Policy
Property belonging to Southern Illinois University Carbondale, regardless of value, is controlled under the provisions of the State of Illinois Property Control Act, and is subject to the regulations of the Department of Central Management Services as "state-owned property." The chancellor of the university is accountable for supervision, control, and inventory of all state-owned property in the custody of Southern Illinois University at Carbondale. These custodianship duties and responsibilities, for property purchased by or assigned to a unit, have been delegated to the unit officer of that unit.
COVID-19 Business Procedures
Property Control staff have returned to campus and have resumed regular business hours.
We understand that there is currently an increase in the off-campus use of SIU equipment. We ask each department to follow the Equipment Loan procedures.
Inventories for 2022 were sent out to Unit Officers on 2/2/2022. All units were required to submit their annual inventory by March 15th, 2022. The 2022 inventory memo, instructions, and certifications can be found here.

In October 2020 Unit Officers were notified that Property Control would begin deleting specific depreciated assets from the university’s inventory records. To date, Property Control has removed 18,791 depreciated assets from inventory, effectively reducing the overall inventory records by 35%. It is our hope that this will aid each unit in completing inventory and allow each unit to focus on the remaining items.

Campus Reorganization
Due to the campus reorganization equipment has begun to be transferred from old units to the newly created units. While this process is mostly straight forward there are several units that have split or have been combined. Property Control will work with these units individually to ensure the accuracy of inventory records.
